Peddlers & Solicitors
Definition
Peddler – Any person who goes from dwelling to dwelling, business to business, street to street, or any other type of place to place, for the purpose of offering for sale, displaying or exposing for sale, selling or attempting to sell, and delivering immediately upon sale, the goods, wares, products, merchandise, or other personal property that the person is carrying or otherwise transporting.
Solicitor – A person who goes from dwelling to dwelling, business to business, street to street, or any other type of place to place, for the purpose of obtaining or attempting to obtain orders for goods, wares, products, merchandise, other personal property, or services, of which he or she may be carrying or transporting samples, or that may be described in a catalog or by other means, and for which delivery or performance shall occur at a later time. The absence of samples or catalogs shall not remove a person from the scope of this definition if the actual purpose of the person's activity is to obtain or attempt to obtain orders as discussed herein.
Professional Fundraiser – Any person who is paid to solicit for a religious, political, social, educational or charitable organization.
Requirements for Peddlers and Solicitors
Every peddler and solicitor must be registered to visit residents' homes within the City of Otsego. Each person is required to carry the approved license/registration with them at all times. Residents can ask to see proof of registration, which must have the raised City Seal present.
Soliciting hours are between the hours of 8:00 am - 9:00 pm. If you have a solicitor visit your home outside of the allowed hours or without a license, please call the Wright County Sherriff's Office non-emergency line to report it at (763) 682-1162. You may also report it to the City at (763) 441-4414.
Current list of registered 2026 Peddlers and Solicitors in the City of Otsego
To obtain a Peddler license to sell or register as a Solicitor/Professional Fundraiser within the city limits of Otsego, each applicant must submit the following information to City Hall at the time of application:
- Photo Identification with application. Examples are a driver’s license, state issued identification card, school issued identification card.
- Fee: $100.00 annually (peddler only).
- Licenses are valid for one year.
Peddler/Solicitor Application Form
Upon receipt of the completed application and payment of the license fee, the City Clerk or designee shall determine if the application is complete and order any background checks to verify the information provided within the application. A license shall be issued within ten (10) business days of receipt of a complete application unless grounds exist for denial.
